building2 The Building Division receives building permit applications for all structures ranging from office buildings to homes to fences and reviews the construction plans to assure that they meet requirements of the Florida Building Code, other ordinances in effect; checks contractors for required licenses; and maintains records. Field inspections of buildings are conducted to make sure they are being constructed in accordance with approved plans and all applicable construction codes. 

The Building Division provides many services to the public, builders and contractors. It is the division's primary goal to preservwaterwalle our neighborhoods and property values by maintaining high standards of competence and service. Staff is available to assist and guide homeowners and contractors through the permitting and inspection processes for all new construction, remodeling or additions to existing structures.

The Building Division is responsible for reviewing permit applications to ensure all necessary documents are included. The Building Division reviews each file, ascertaining that all inspections have been completed and all required documentation is on file before a Certificate of Occupancy is issued.

Building permits are usually issued within ten business days and emergency permits can be issued immediately. If you are considering renovating, please call the Building Division.

Staff will gladly assist and answer any of your questions. We want your projects big or small to be a pleasant experience. Effective August 1, 2008: All plans are required to have a PDF format disk that is Electronically Signed and Sealed.

The Contractor Licensing Division is responsible for determining that contractors applying for building permits have either a State license or have been issued a Certificate of Competency by the City's Contractor Licensing Department. Contractor licensing also verifies that contractors have obtained the required insurance coverage. We do require all applications to be submitted with an original signature. Solar Energy Loan Fund (SELF)

The City of Stuart in conjunction with the non-profit Solar Energy Loan Fund (SELF)  is pleased to announce our energy efficiency assessments FREE to city residents. The partnership offers energy assessments FREE for City residents (value $275) to help homeowners identify and make cost effective home energy improvements. 

SELF provides energy expertise and low interest rate loans to help property owners finance more than 24 different types of energy saving products, including weatherization, high efficiency air conditioners, windows & doors, solar water heaters, solar photovoltaic (PV) and more. SELF clients are reducing their energy consumption by more than 20% and using the energy savings to help pay off the loan over time. The home energy improvements are not only helping property owners save money on their electric bills but are simultaneously improving quality of life, enhancing the market value & equity in the property and increasing efficiencies and reducing operating costs.

Florida Green Energy Works

Property Assessed Clean Energy (PACE) Financing

As part of our city’s long-standing commitment to supporting environmentally sound practices that save money, energy and resources, in March 2013 the City of Stuart opted to offer PACE financing for commercial properties through the Florida Green Energy Works Program.

Owners of eligible commercial property may finance energy efficiency, renewable energy and wind resistance improvements to their property with little or no upfront cost, and then repay the financed amount over a term of up to 20 years as a non ad valorem assessment on the annual property tax bill.

What’s involved. There are just a few simple steps to receiving financing. An energy review by a qualified reviewer is completed and identifies eligible projects. Florida Power & Light offers free evaluations that may meet this criteria, however you may chose your own evaluator and that cost can be included in the financing of the project. The proposed projects must make economic sense – the savings must justify the investment. Once a suitable project is identified, Florida Green Energy Works will match each owner with interested capital providers to finance the project, which could include the owner’s existing lender, and the owner just chooses the best offer. The building owner then chooses the contractor to complete the work, and the contractor is paid when the project is complete. Florida Green Energy Works provides support throughout the process.

Eligible projects. Only commercial property is eligible for the program at this time, such as offices, retail, hotels, restaurants, warehouses, churches, hospitals, manufacturing plants and private schools. The maximum financing amount is 100% of available equity in the property. In Florida, some of the most common projects that easily pay for themselves over time include high-efficiency air conditioning, window tinting, LED lighting, and solar reflective roof paint. Bottom line savings. The goal of the program is to reduce energy consumption of participating buildings by 20%. This typically ensures that the savings in utility expenses are more than sufficient to pay the annual assessment on the property.

Contractors welcome. Contractors who regularly work on energy-consuming building systems such as HVAC, plumbing, roofing, lighting, and solar are encouraged to register with the program to make financing available to their customers. Registration is simple through the program website.
